Planning Officers report

The elected members of the Planning Committee representing DMBC chose to approve the application 10/01175/REMM, following the Planning Authorities recommendation.

They agreed that;

The new application had addressed the reasons for the previous refusal in Nov09 –by turning one corner away from the residential area by 10 metres and obtaining a noise report that stated that the living conditions of neighbouring residents would not be compromised.

The group are disappointed that this was accepted, despite the fact that residents had commissioned and paid for 2 independent noise reports that called into question the findings of the report submitted by the developer. We appreciate that the Planning Committee were in a difficult position – the planning authority wanted the application to be passed and the developer had produced evidence that stated that they had met the criteria.

However, the evidence obtained by the community was ignored, when the committee could have taken a little time to consider it. Perhaps even, postpone the decision until the noise issue was completely clarified, as it was central to the application. Given the level of public objection and interest we believe that this is the least that could have been done.

The group committee has received many messages of support from around the community, which gives us even more resolve to continue to represent the DN7 area on planning issues.

We now look forward to the Appeal when our evidence and proofs of case will be submitted to the Planning Inspector, we believe that we will obtain a fair hearing on the 3rd August.

Planning Officers Report

It is of course the duty of the Planning Committee to ensure that there is a fair process and decision.

We believe that the proposed very large waste centre would be too close to residents and schools. We also believe that more care should taken within the Barnsley Doncaster Rotherham (BDR) waste scheme to ensure that sites are not close to residents and have good road networks for access. It is also very important that waste sites deal with waste generated in the locality, not outside which would conflict with the EU proximity rule. We understand that landfill is not acceptable or sustainable – however Doncaster deserves a sound waste policy.

The Planning Officer refers to waste figures, with regard to the local area and Yorkshire & Humberside. These figures refer to everything that is considered waste and do not take into account how this waste is already being managed, which are therefore misleading.

  • the size of the plant is a material factor as excessive capacity will divert waste from recycling and composting which is against planning policy
  • the 3 boroughs (BDR) only directly landfilled 149,036 tonnes in 2009 and this figure is dropping very rapidly.
  • the vast majority of other waste streams are either not suitable for this plant (eg. powerstation ash, construction/ building rubble etc) or can be fully recycled or composted (eg office waste or food waste)
  • with regard to the Environment Agency, they will rely on DMBC to approve waste figures, which appear to be at best misleading.
